Such fixed salary employee resigns from his fixed salary cadre to another place in the same cadre, upper cadre post or regular pay scale post if he immediately submits to return to the previous original cadre (resigned cadre). It is hereby decided to make the following provisions at the end of the adult consideration regarding re-appointment in the cadre (in the resigned cadre). 


(1) An employee appointed on a fixed salary under the policy enacted by the resolution of the Finance Department dated 19/06/2008 resigns from one cadre to another of the same cadre or upper cadre of fixed salary or above the regular cadre of the upper cadre. In the given cadre) the benefit of return to service shall be given for a period of up to 01 (one) year of their new appointment. Thus original. Fixed salary employees returning to the cadre will immediately lose the prominence of their previous original cadre and this will be considered as their new appointment. And the service of the cadre returning from the previous cadre will not be considered as consecutive service under any circumstances.

7th Pay Commission Update : केंद्र सरकार के सेवानिवृत्‍त कर्मचारियों के लिए यह काम की खबर है। भले ही नौकरी पूरी हो गई हो लेकिन अभी भी सरकार उन्‍हें काम करने का एक और मौका दे रही है। इस संबंध में ताजा खबर यह है कि अब सरकार अपने रिटायर्ड कर्मचारियों को कांट्रेक्‍ट बेस यानी अनुबंध पर नौकरी देगी। इन नियुक्तियों के बाद कई कर्मचारियों को सीधा फायदा होगा। लॉकडाउन के बाद कई विभागों से सेवानिवृत्‍त हुए कर्मचारियों, अधिकारियों को वैसे भी अनुबंध के आधार पर सेवा का अवसर दिया गया है। जिन पदों पर यह नौकरी दी जाएगी उनमें सलाहकार, निजी सहायक, निदेशक आदि तकनीकी पद शामिल हैं। सरकार मंत्रालयों से सवाल पूछ रही है, जानकारी ले रही है कि कांट्रेक्‍ट बेस पर जो नियुक्ति दी जाएगी, उन्‍हें कितना पैसा दिया जाएगा। इसमें मानदेय, भत्‍तों पर विचार चल रहा है। मंत्रालयों ने जानकारी दी है, उसके बाद अब इन अनुबंधित कर्मचारियों के लिए वेतन एवं भत्‍ते को तय किया जाना शेष है। आदेश की प्रति एवं आवेदन-पत्र का प्रारूप देखने के लिए इस लिंक पर Click करें।


यह होगी आयु की पात्रता

अनुबंध पर काम करने वाले कर्मचारी 65 साल की आयु तक काम कर सकेंगे। हालांकि उन्‍हें सेवारत कर्मचारियों की तरह सारे भत्‍ते तो नहीं मिलेंगे लेकिन यदि उन्‍हें किसी काम से टूर पर भेजा जाएगा तो बकायदा यात्रा का भत्‍ता, टीए-डीए दिया जाएगा। केंद्रीय कार्मिक एवं प्रशिक्षण विभाग DoPT ने इस बारे में एक सचिवों की समिति का गठन किया है। इसका एक ड्राफ्ट भी तैयार किया जा रहा है।


अंतिम वेतन से अधिक भुगतान नहीं

जहां तक वेतन की बात है तो इन अनुबंधित कर्मचारियों का वेतन किसी भी हाल में उनके द्वारा प्राप्‍त की गई आखिरी सैलेरी से अधिक नहीं होगा। यहां यह बात गौर करने योग्‍य है कि इसमें उनकी पेंशन, नया वेतन दोनों को शामिल किया गया है। इन कर्मचारियों को मासिक वेतन का भुगतान किया जाएगा। इन्‍हें इंक्रीमेंट का लाभ नहीं दिया जाएगा। अनुबंध की अवधि एक साल की होगी। यदि कोई पूर्व कर्मचारी या अधिकारी बतौर सलाहकार नियुक्‍त किया जाता है तो उसे भी समान वेतन ही दिया जाएगा।


ये होंगे लीव, भत्‍तों, वेतन और कार्यकाल के नियम

उदाहरण के लिए यदि किसी कर्मचारी को सेवानिवृत्ति के समय 1 लाख 55 हजार 900 रुपए का वेतन मिला था तो उसकी मूल पेंशन 77 हजार 950 रुपए हो गई थी। अब नई अनुबंध वाली नौकरी में उसे 77 हजार 950 रुपए का फिक्‍स मानेदय दिया जाएगा। इस सेवा की अवधि एक साल की होगी। इस दौरान उन्‍हें इंक्रीमेंट या महंगाई भत्‍ते का लाभ नहीं दिया जाएगा। गृह भत्‍ता भी नहीं मिलेगा। वे एक महीने में डेढ़ दिन का अवकाश ले सकेंगे। यदि उनका कार्यकाल ठीक पाया गया तो सेवाकाल में इजाफा करते हुए एक साल का विस्‍तार दिया जा सकता है। सेवानिवृत्ति के बाद यह अवधि 5 साल से अधिक समय के लिए नहीं बढ़ाई जाएगी। जब तक DoPT का अंतिम ड्राफ्ट बनकर सामने नहीं आ जाता, तब तक केंद्र सरकार इन नियुक्तियों के संबंध में नियमों को बदल सकती है।

7th Pay Commission, 7th CPC Latest News in Hindi and Full Details : महंगाई भत्ते का इंतजार कर रहे सरकारी कर्मचारियों के लिए अच्छी खबर है. केंद्रीय कर्मचारियों (central government employees) को महंगाई भत्ता (Dearness Allowance ,DA) कब मिलेगा इसकी तो जानकारी नहीं लेकिन इसी बीच दिल्ली सरकार के उन कर्मचारियों के लिए अच्छी खबर है, जो लंबे समय से इसका आस लगाए बैठे हैं. दरअसल दिल्ली में मुख्यमंत्री अरविंद केजरीवाल के नेतृत्व वाली आप सरकार ने अपने कर्मचारियों का डीए बढ़ाने का फैसला ले लिया है.



अब Unskilled, Semi-Skilled, Skilled और अन्य श्रेणी में आने वाले कर्मचारियों को सिफारिशों के हिसाब से महंगाई भत्ते का लाभ मिलेगा. पिछले दिनों इस बारे में जानकारी देते हुए दिल्ली के डिप्टी सीएम मनीष सिसोदिया ने कहा कि केजरीवाल सरकार यह सुनिश्चित करेगी कि कोरोना वायरस संकट काल के दौरान सरकारी कर्मचारियों को समय से सैलरी मिले. यहां चर्चा कर दें कि दिल्ली का श्रम विभाग का प्रभार भी सिसोदिया के ही पास ही है.

बताया जा रहा है कि, Unskilled Workers के लिए मासिक वेतन 15,492 रुपए (596 रुपए एक दिन का), Semi-Skilled Workers के लिए 17,069 रुपए (657 रुपए प्रतिदिन) और Skilled Workers के लिए 18,797 रुपए मासिक (एक दिन के लिए 723 रुपए) तय करने का काम केजरीवाल सरकार ने किया है.



क्या कहा मनीष सिसोदिया ने : दिल्ली के उपमुख्यमंत्री मनीष सिसोदिया ने अकुशल( unskilled ) अर्द्धकुशल ( semi-skilled) और अन्य श्रमिकों के महंगाई भत्ते (Dearness Allowance) में बढ़ोतरी का आदेश देने का काम किया है. इस संबंध में सिसोदियों ने कहा कि मजदूरों की स्थिति को ध्यान में रखते हुए केजरीवाल सरकार ने यह फैसला लिया है. कोरोना महामारी के दौर में यह अहम कदम है. इसका लाभ कई वर्ग के कर्मचारियों को मिलेगा.



मिलती है केवल न्यूनतम मजदूरी : आपको बता दें कि कोरोना संक्रमण के कारण नियमित सरकारी कर्मचारियों के लिए जनवरी से जून 2020 तक महंगाई भत्ते का अंक जोड़ने पर रोक लगा रखी है दिल्ली के मुख्यमंत्री मनीष सिसोदिया ने कहा असंगठित क्षेत्र के ऐसे श्रमिकों के महंगाई भत्ते पर रोक नहीं लगाई जा सकती. सिसोदिया ने इसके पीछे तर्क दिया कि इन्हें केवल न्यूनतम मजदूरी मिलती है. खासकर कोरोना संकट के दौरान ऐसा करना मजदूरों के हित में नहीं है. इसीलिए दिल्ली सरकार ने महंगाई भत्ते जोड़कर नया न्यूनतम वेतन की घोषणा की है. इन्हें अक्टूबर 2020 से जोड़कर राशि मिलेगी.
